Summary:
Under provisions of the Safe Drinking Water Act, the Environmental Protection Agency (EPA) in 1979 designated the Biscayne aquifer is the sole or principal source of potable water in southeast Florida. The Florida Department of Environmental Regulation (FDER) in 1980 submitted a conceptual study to EPA designed to develop a strategy for protecting the groundwater resource. In February 1981, EPA approved the FDER aquifer protection study and the 208 Areawide Clean Water Management Programs were awarded lead roles in implementing the strategy in Dade, Broward, and Palm Beach Counties. The program submitted for the tri-county area generally consists of three phases: developing time of pollutant travel contours around selected existing wellfields, identifying land uses and sources of pollution within contours, and devleoping wellfield protection ordinances. Camp Dresser & McKee Inc. (CDM) was subsequently selected by a joint committee of representatives from the tri-county 208 Groups, the FDER, the United States Geological Survey, and the South Florida Water Management District to complete the first phase of the program, i.e. the development of pollutant travel time contours around approximately 70 existing wellfields in Dade, Broward, and Palm Beach Counties. The methodology and procedures used to develop the travel times are described in this report.
