- The focus of this document is the development of a method to determine if adopted seagrass acreage goals and water quality targets for Tampa Bay are being achieved. The primary objectives were to define what constitutes a significant increase in chlorophyll-a in Tampa Bay, and to develop a systematic framework for defining potential management responses to such changes. This report describes existing monitoring programs from which data were used in the development of the decision process, the analytical approach taken to develop this process, and the recommended approach developed.
