In December 1970, the decision was made to undertake an independent preliminary investigation of the hydrology of the Conservation Areas. This was in response to one of the major recommendation of the "Loveless Report" of August, 1970. Drs. Pyatt, Heaney and Hubert of the Department of Environmental Engineering, University of Florida, were selected in February 1971, to perform this investigation.
