The populous and still-growing cities demand water in ever-increasing amounts for domestic, municipal and industrial purposes. Farmers want it for irrigation, real estate developers want to move it off the land to create suitable building sites, and fish and wildlife absolutely require it for survival. They require it to be available in adequate quantity, of suitable quality, and with the correct timing.
