Faculty papers are posted on this web site at about the time they are first being submitted to a peer-reviewed journal. These papers may undergo subsequent revision during the journal review process, and readers should contact the authors directly for the latest version. The occasional paper series consists of papers written for a broader audience, and may include applied policy discussion, parts of contract reports, texts of speeches, and opinion pieces that may be of interest to many readers outside of academia.
