The Southwest Florida 208 area is composed of six counties: Charlotte, Collier, Glades, Hendry, Lee, and Sarasota. The overall goal of the 208 Program is to maintain or re-establish the high quality surface water of the region. The 208 Water Quality Management Plan for this area appears in three volumes. The first two volumes contain the text, and the third volume is the appendix.

Biological field sampling and analysis have been an active part of Southwest Florida Regional Planning Council's 208 program since April 1977. Methodologies and preliminary dry season results are presented for Chokoloskee, Naples, and Wiggins Pass estuarine bays of south Florida. Methodologies and preliminary dry season results are presented for Chokoloskee, Naples, and Wiggins Pass estuarine bays of south Florida. Results of field sampling and the literature search are summarized in evaluated ecosystem diagrams of each bay. All estuaries sampled are viable productive biological systems. They are all actively processing organic matter and show net organic reductions from inputs to outputs, which suggests that nutrient regeneration capabilities are still intact. As a waste assimilation system, Naples Bay is being maximized; as a fisheries production area, it is organically overloaded. Chokoloskee Bay and Wiggins Pass area exhibit net fish production.

This document presents detailed water quality sampling designs for four case study areas: Phillippi Creek, Charlotte Harbor, Caloosahatchee River, and Big Cypress Basin. Following these is a section devoted to the detailed design of two hydrodynamic studies corollary to the Phillippi Creek and Charlotte Harbor studies. An appendix providing detail and documentation is included for three of the case study areas plus one summarizing meteorologic data.
